Rostekhnadzor Approval
Since 2009, the Rostekhnadzor Approval has been abolished and superseded by the Production Certificate for Hoisting Machinery and Equipment. It is a mandatory document for production and import of vehicles to the Russian Federation.
The procedure for receiving the Certificate remained almost identical as for the abolished Approval. Tests are conducted, reports and statements are drawn up based on which the Certificate is issued. Provided that all relevant documents are available, the Certificate can be obtained within 2-3 weeks.
The Production Certificate is valid for 5 years and does impose any restrictions on the quantity of vehicles and equipment which can be produced under it. The Certificate is required for production and import of vehicles equipped with the articulated crane, truck cranes, clamshell buckets, hooks, articulated cranes and other types of load handling and hoisting products.
The Production Certificates shall be provided for the chassis-mounted hoisting equipment and for the entire vehicle with such equipment as an assembly. At that, if the articulated crane is fitted out with a hook or a clamshell bucket, the Certificates shall be provided for both types of equipment. For instance, if production of a truck mounted material handler is planned, the vehicle shall have the Certificates for the clamshell bucket, for the mechanical arm and the truck as a whole.
To obtain the Rostekhnadzor Approval, the following will be required: specifications, the operation manual, ISO 9001, drawings, testing schedule and procedure, the company details, and the product itself. Procedure for receiving the Rostekhnadzor Approval
- Draw up the Terms of Reference;
- Develop the engineering documentation;
- Produce prototype samples;
- Perform preliminary tests;
- Perform acceptance tests;
- Draw up reports and statements;
- Issue the Production Certificate (Approval).
The Terms of Reference are drawn up by the customer or the manufacturer itself. If required, the document is registered at the State Traffic Safety Inspectorate (the registration is optional).
Based on the ToR, the plant shall develop the following engineering documentation (ED): specifications, the operation manual, drawings, the vehicle datasheet, and the testing schedule and procedure.
Next, the plant shall produce marginal (minimum and maximum) prototype product samples. The minimum and the maximum products are defined based on the loading characteristics only, not the chassis. For instance, if the same TLC is mounted on a small two-axle or a heavy three-axle vehicle, only one product mounted on any chassis shall be provided. If a TLC with a small hoisting capacity is mounted on a small two-axle vehicle, and a TLC with a large hoisting capacity is mounted on a heavy three-axle vehicle, only the vehicles with the minimum and maximum TLC hoisting capacity shall be provided.
Following the production of the prototype products, the plant shall perform preliminary tests on its site based on the previously developed testing schedule and procedure.
Following successful factory tests, the application for acceptance certification tests shall be submitted. Based on these test results, the committee makes a decision to issue the Production Certificate (Rostekhnadzor Approval).
The Vehicle Type Approval (VTA) can be obtained irrespective of the availability of the Rostekhnadzor Approval. VTA can be issued without this document, if the Certificate for TLC is available.
Testing
Types of tests:
- Preliminary Factory;
- Certification Acceptance;
- Running;
- Periodic;
Preliminary Factory Tests
The tests are performed at the factory site. Certification body’s representatives are not required to be present during preliminary factory tests. Test results are summarized in factory test reports and statements.
For each type of test, e.g. controllability and stability as per GOST R 52302-2004 or requirements to truck cranes as per GOST R 12.4.012-2004, an individual test report is drawn up. The report includes the description of the vehicle under test, weather conditions, measuring equipment, and test results (normal and actual values). If the actual values are within the normal limits, a statement is drawn up where the test results are summarized.
Certification Acceptance Tests
In fact, the acceptance tests are identical to the factory tests. The tests are supervised by the certification body’s representative who will issue the Approval. The acceptance tests can be performed at the factory site where the certification body’s representative shall be present. However, the factory site shall be approved by the certification body. Typically, the site approval and testing are performed at the same time.
The duly authorized representative of the factory which applied for the Approval shall be present at the test site.
The deliverables of the acceptance tests include the test reports, statements, and the Production Certificate (Rostekhnadzor Approval).
The procedure for certification tests was simplified when the 2009 Regulations cancelled the mandatory requirement for physical presence of the regulatory authority’s representative.
Running Tests
This type of vehicle test is mandatory where the vehicle shall cover a distance of at least 1500 km. At that, the running test report shall reflect that a part of the distance vas covered by the vehicle on the asphalt road and at least 15% of the distance across country. The running test shall be performed both for the loaded and empty vehicle.
Periodic Tests
The tests are performed after expiry of the Rostekhnadzor Approval. A set of periodic tests is established by the certification body based on the vehicle operational experience received while the plant held the Production Certificate.
General description of tests
All tests are performed based on the schedule and procedure developed by the manufacturer which contents are regulated by the document No. RD 22-28-36-01.
The prototype product shall be submitted for all types of tests: preliminary and acceptance. The tests can be performed at any site, not necessarily at the factory site. The testing equipment such as special weights, the ruler, the angle finder, etc. is purchased or rented by the plant.
If the vehicle under test has to be driven to the test site, the test number and the temporary license plate shall be received at the State Traffic Safety Inspectorate. The tests shall be performed only by the specialist certified by the technical inspection.
